Parliament approves EUR 90 million loan for water-energy framework project

Malawi’s Parliament has approved Bill No. 31 of 2024, authorizing the government to borrow EUR 90 million from the European Investment Bank (EIB) to fund the Water-Energy Framework Project. This ambitious initiative aims to enhance water access in low-income areas, improve operational efficiency, mitigate greenhouse gas emissions, and bolster resilience to drought and water supply challenges.

Presenting the Bill, Minister of Finance and Economic Affairs, Honourable Simplex Chithyola Banda, highlighted the transformative objectives of the project. The funds will be used to:

Install energy-efficient water pumps.

Expand water storage capacity.

Improve the operational efficiency of water supply systems.

These measures align with Malawi’s broader goals of sustainable development and climate action, addressing critical water and energy challenges in the face of climate change.

The EUR 90 million loan will be distributed among four regional water boards as follows:

Northern Region Water Board: EUR 47 million

Central Region Water Board: EUR 33 million

Lilongwe Water Board: EUR 20 million

This allocation reflects the varying needs and operational priorities of each region, ensuring that resources are directed where they are most needed.

The loan, which is part of the European Union’s efforts to support sustainable development in Malawi, will be repaid over five years. The European Investment Bank has committed to providing the necessary financial support, underscoring its partnership with Malawi in addressing water and energy challenges.

The Water-Energy Framework Project is expected to have a profound impact on Malawi’s water sector by:

1) Low-income communities will benefit from better access to safe and reliable water supplies.

2) Energy-efficient technologies will reduce greenhouse gas emissions and operational costs.

3) The project will increase the country’s ability to withstand droughts and other water-related challenges.
