𝐵𝑦 𝐴𝑛𝑑𝑦𝑓𝑜𝑟𝑑 𝑀𝑎𝑦𝑒𝑙𝑒 𝐵𝑎𝑛𝑑𝑎
“PF one President and that President is Robert Chabinga” was the chant on Sunday 10th November 2024, where the third Patriotic Front faction led by Mafinga Member of Parliament Hon. Robert Chabinga held a press conference at Radisson Blue Hotel where he declared himself the ‘authentic’ acting PF President.
At the same conference, Chabinga went on rampage expelling some senior PF officials from the party including former republican President Edgar Chagwa Lungu.
Chabinga also expelled the former ruling party’s Matero member of parliament Miles Bwalya Sampa who is the leader of the second PF faction.
Sampa also took over the party in rather unconventional circumstances when he hosted a convention on 24th October 2023 and thereby accelerating the destruction of the former ruling party.
The expulsion of Sampa and Mwansabombwe Member of Parliament Kabaso Kapampi entails that, that one press conference has created two potential by elections in Matero and Mwansabombwe.
Robert Chabinga further warned of more expulsions which potentially and obviously will include a good number of members of parliaments who may not submit to his leadership and who may be expelled just for holding ‘clandestine meetings’ with former republican President Edgar Lungu as was the reason for expelling Hon. Sampa and Hon. Kabaso Kapampi.
Hon. Chabinga also flashed a print out from registrar of societies of new office bearers for the third PF faction where he confirmed the process to enact the changes began on 3rd July 2024 declaring ‘we are in charge’. This is the second time the office of the registrar of societies, a government organization responsible for registering and regulating political parties under the Ministry of Home Affairs, presided by Hon. Jack Mwiimbu SC is amending office bearers for the Patriotic Front (PF) in less than a year.
In addition, Hon. Chabinga made further pronouncements where he indicated that the Patriotic Front ‘constitution amendment convention’ will be held soon among other things expected on the amendment is how to pick a PF presidential candidate. He also asked his Secretary General to ensure that all those masquerading in the name of the Patriotic Front, by using party letterheads, the secretariat or other property must be reported to the Inspector General of Police, not at a police station but straight to the boss of the Zambia Police Service.
Further, Chabinga held a press conference against the backdrop of a court order which barred him from masquerading as PF President. Additionally, the registrar of societies even went ahead to receive instructions to make changes to the office bearers from the Chabinga faction despite a court order in place.
Robert Chabinga is the current leader of the opposition in parliament and was appointed by his nemesis Hon. Sampa after the Zambian independence day convention of 2023.
His appointment was expressly accepted by the speaker of the National Assembly despite the heavy controversy over the Hon. Sampa convention including some litigations. The convention
which was held on 24th October 2023 was deemed “illegal” by a number of PF stalwarts including former President Edgar Chagwa Lungu and a host of Central Committee members of the time.
In additional, many commentators had accused the ruling UPND of being behind the confusion in the Patriotic Front by using government machinery to legitimize the Sampa convention.

It seems like ‘𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗗𝗲𝘀𝘁𝗿𝗼𝘆 𝗣𝗙’ commenced in the Kabushi and Kwacha by – elections where two popular candidates from the PF Hon. Joseph Malanji and jailed Hon. Bowman Chilosha Lusambo were denied participation by the Electoral Commission of Zambia (ECZ) in unclear circumstances. The two had their seats nullified after the petition brought to court by losing UPND candidates.
Commenting on the same at an event dubbed Democracy Day in September 2023, constitutional lawyer John Sangwa SC said that the outcome of the Kwacha and Kabushi by elections was predetermined by the ruling UPND in collusion with the Electoral Commission of Zambia (ECZ) and the Judiciary and that the UPND literally stole Kabushi and Kwacha seats.
Additional statements issued by Transparency International Zambia (TIZ) on the Kabushi and Kwacha by- elections notes that “𝘐𝘵 𝘪𝘴 𝘪𝘯𝘥𝘪𝘴𝘱𝘶𝘵𝘢𝘣𝘭𝘦 𝘵𝘩𝘢𝘵 𝘵𝘩𝘦 𝘦𝘷𝘦𝘯𝘵𝘴 𝘴𝘶𝘳𝘳𝘰𝘶𝘯𝘥𝘪𝘯𝘨 𝘵𝘩𝘦 𝘵𝘸𝘰 𝘣𝘺-𝘦𝘭𝘦𝘤𝘵𝘪𝘰𝘯𝘴 𝘩𝘢𝘷𝘦 𝘦𝘳𝘰𝘥𝘦𝘥 𝘵𝘩𝘦 𝘢𝘭𝘳𝘦𝘢𝘥𝘺 𝘸𝘦𝘢𝘬 𝘱𝘶𝘣𝘭𝘪𝘤 𝘤𝘰𝘯𝘧𝘪𝘥𝘦𝘯𝘤𝘦 𝘪𝘯 𝘰𝘶𝘳 𝘥𝘦𝘮𝘰𝘤𝘳𝘢𝘵𝘪𝘤 𝘱𝘳𝘰𝘤𝘦𝘴𝘴𝘦𝘴 𝘢𝘯𝘥 𝘵𝘩𝘦 𝘢𝘶𝘵𝘰𝘯𝘰𝘮𝘺 𝘰𝘧 𝘰𝘶𝘳 𝘥𝘦𝘮𝘰𝘤𝘳𝘢𝘵𝘪𝘤 𝘪𝘯𝘴𝘵𝘪𝘵𝘶𝘵𝘪𝘰𝘯𝘴 𝘴𝘶𝘤𝘩 𝘢𝘴 𝘵𝘩𝘦 𝘌𝘊𝘡.

It is important to note that the former ruling party has the largest number of opposition parliamentarians.
Ministry of Home Affairs through the registrar of society’s amendment of the office bearers has legitimized Robert Chabinga and essentially given him power to control the largest number of opposition MPs in parliament. Hon. Chabinga has already expelled two MPs for holding ‘clandestine meetings’ with former President Lungu who is the leader of the original PF faction. In his address, Hon. Chabinga has warned more expulsions are coming which will definitely include more MPs and more by-elections.
The expulsion mania did not start with Chabinga but with Miles Sampa after the controversial independence day 2023 convention that brought in his leadership. On December 6th 2023, Miles Sampa expelled 10 MPs from the PF precipitating potential mass by – elections. The same were expelled for ‘holding meetings with people who are not members of the party’.
As a result, on 4th July 2024, deputy speaker of parliament Moses Moyo declared 9 PF seats vacant and advised the Electoral Commission of Zambia to prepare for by elections.
The ruling was made after a point of order raised by Minister of Information and UPND spokesperson Cornelius Mweetwa, who declared afterwards ‘we are looking forward to vigorously campaign in these by elections’. This, coming from the same political party that promised to cut down on costly by elections when opposition.
In reverse circumstances after realization, Sampa had requested for the issue to be dealt with administratively to avoid costly by- elections.
However, the deputy speaker refused to acknowledge his request. Only the court saved the 9 MPs after a ruling on 23rd October 2023 where the ruling UPND official facebook page reported that ‘The Lusaka High Court saves the nine PF MPs ‘𝐟𝐨𝐫 𝐧𝐨𝐰’ as Second Deputy Speaker’s decision to declare the seats vacant is set aside and said to be null and void. They however remain expelled from their political party as the matter is still before court’.
In a nutshell the issue is not closed but still active. From the nine, two of the MPs are already in jail and the ECZ has already announced an election for one which is Kawambwa Constituency held by jailed MP Nickson Chilangwa to be held on Friday 20th December 2024. Could this be a case of let’s take it slow but sure and must be done at all costs after the backlash from the public of the decision of the deputy speaker to declare the 9 PF seats vacant? In addition a number of PF and Independent MPs are in court for various offence such as corruption, spreading hate speech and seditious practices with Petauke Member of Parliament Emmanuel Jay Jay Banda nowhere to be seen after the abduction ordeal.
While earlier Sampa seemed to have been an apologist of the UPND, naming himself the Kylian of PF confusion, he later started criticizing the government which triggered the powers that be to pluck some seeds from his group of office bearers from the independence day convention of 2023 and sponsor a third PF faction. It seems like at this point the perceived relationship between Miles Sampa and the UPND came to an end.
On August 29, 2024, the Zambia Police Service summoned Sampa and recorded a warn and caution statement in connection with an alleged offence of ‘Seditious Practice’ a new norm under the administration of President Hichilema in dealing with its perceived critics and a colonial leadership template as described in Chapter 2 of my book Economic Systems Dismantling. Out went Sampa, in came Chabinga.
We all know that the UPND’s arch nemesis is the Patriotic Front faction led by former President Edgar Lungu.
If the UPND are behind this all destruction of its arch nemesis the Patriotic Front, what could be the motive? Is it just revenge or other motives? Why is Chabinga expelling people who are just meeting the former head of state? Or most worrisome, could the UPND be on the way to build numbers in order to enact certain laws from the ‘staged’ Electoral Reforms Technical Committee (ERTC) already sitting and the pending constitutional amendments as indicated by President Hakainde Hichilema?
As noted in the same Chapter 9 of my book “𝘈𝘴 𝘢 𝘳𝘦𝘴𝘶𝘭𝘵 𝘰𝘧 𝘱𝘳𝘰𝘮𝘰𝘵𝘪𝘯𝘨 𝘵𝘩𝘦 𝘱𝘰𝘭𝘪𝘵𝘪𝘤𝘴 𝘰𝘧 𝘱𝘢𝘵𝘳𝘰𝘯𝘢𝘨𝘦, 𝘰𝘷𝘦𝘳 𝘵𝘩𝘦 𝘺𝘦𝘢𝘳𝘴 𝘢𝘵𝘵𝘦𝘮𝘱𝘵𝘴 𝘩𝘢𝘷𝘦 𝘣𝘦𝘦𝘯 𝘮𝘢𝘥𝘦 𝘵𝘰 𝘩𝘢𝘷𝘦 𝘪𝘵𝘦𝘳𝘢𝘵𝘪𝘰𝘯𝘴 𝘵𝘰 𝘵𝘩𝘦 𝘤𝘰𝘯𝘴𝘵𝘪𝘵𝘶𝘵𝘪𝘰𝘯. 𝘌𝘢𝘤𝘩 𝘩𝘢𝘴 𝘣𝘦𝘦𝘯 𝘥𝘰𝘯𝘦 𝘵𝘰 𝘴𝘶𝘪𝘵 𝘵𝘩𝘦 𝘸𝘩𝘪𝘮𝘴 𝘰𝘧 𝘸𝘩𝘰𝘦𝘷𝘦𝘳 𝘩𝘢𝘱𝘱𝘦𝘯𝘴 𝘵𝘰 𝘣𝘦 𝘢𝘵 𝘵𝘩𝘦 𝘩𝘦𝘭𝘮.” Are the UPND trying to copy this template like the Bill 10 and others before them?
The UPND may have picked enough lessons from the failed constitution amendment Bill 10 where in almost similar circumstances, the PF tried to amend the constitution putting undesirable clauses which would weaken the constitution and compromise our democratic institutions. However, the bill failed as a result of having fewer numbers in parliament. It is evident that the UPND are clearing one homework in advance by ensuring numbers are built in parliament before the Electoral Reforms Technical Committee (ERTC) which is already sitting as we speak presents its submission to parliament to propose amendments to the current electoral laws. This may also include changes to the constitution.
President Hichilema indicated in the last address to parliament of the need to amend the constitution to deal with lacunas. Has the government communicated effectively on the lacunas needed to be amended to the Zambian people? And why is the government hell-bent at amending the constitution just one year five months before current parliament is dissolved as if there is a constitutional crisis? Is the constitution amendments necessary in the midst of a deep economic crisis with a free falling Kwacha only being saved by draconian monetary policies by the Bank of Zambia? Why is the UPND in a rush to change the current electoral laws when they necessitated their win as an opposition in 2021?
The PF’s misrule during their time in power is being used to blindfold the unsuspecting citizens. To the unsuspecting person, the wrangles and confusion in PF are as a result of a self-destructive path by the PF due to its history of indiscipline, corruption, confusion, violence and cadres a notion actively promoted by the UPND. No its not!
𝗧𝗵𝗲 𝗺𝗮𝗶𝗻 𝗶𝘀𝘀𝘂𝗲 𝗶𝘀: The PF wrangles and confusion have been instigated by the UPND government using state institutions. This is a UPND agenda to revenge but mainly to gain numbers from the PF parliamentarians, through staged MP expulsions by their stooges, using government machinery to legitimize the process, hold sham elections, win at all costs (i.e. Kwacha and Kabushi), enact new electoral laws and constitutional amendments that will advantage them to win the next elections and dominate politics for a long time to come. PERIOD!
Like Transperancy International Zambia (TIZ) noted its about “𝘦𝘭𝘦𝘷𝘢𝘵𝘪𝘯𝘨 𝘵𝘩𝘦𝘪𝘳 𝘱𝘦𝘳𝘴𝘰𝘯𝘢𝘭 𝘢𝘯𝘥 𝘨𝘳𝘰𝘶𝘱 𝘪𝘯𝘵𝘦𝘳𝘦𝘴𝘵𝘴 𝘧𝘢𝘳 𝘣𝘦𝘺𝘰𝘯𝘥 𝘵𝘩𝘦 𝘭𝘢𝘳𝘨𝘦𝘳 𝘱𝘶𝘣𝘭𝘪𝘤 𝘪𝘯𝘵𝘦𝘳𝘦𝘴𝘵 𝘢𝘯𝘥 𝘱𝘶𝘣𝘭𝘪𝘤 𝘨𝘰𝘰𝘥”.
In fact, the European Union Election Follow-up Mission (EU EFM) reported these concerns in its February 2024 report, noting that, “In December 2022, the national assembly approved the three members of the ECZ appointed by the president. At the time, civil society organisation and opposition political parties called for a more transparent and independent recruitment process for the appointment of ECZ members and accused the president of appointing individuals with direct links to the ruling party.”
With the archaic economic policies which have failed to turn the tide and diminished people’s hopes where nothing is being ‘fixed’, the ruling UPND knows very well that their chances of bouncing back to power are slim if there are any, in a free and fair election. Hence, their current policy is 20 years in opposition too long, one term too short a time to lose, something must be done. With the changing dynamics in African politics with an enlightened young population causing upsets in a number of African countries with recent events in Botswana, it’s definitely a tight rope for the UPND to bounce back.
We should not be bystanders watching the UPND destroying the PF to advance their hegemony. Let’s look at this issue objectively.
This is not a call to bring back the PF or a call for ‘alebwelelapo’, but a call to stop the UPND from blindfolding unsuspecting citizens and stop them from this unpatriotic agenda. This could well impair the ability of the Zambian people to confidently elect the leaders they want.
The people of Zambia must be alert and never allow the UPND to infuse clauses that will promote the dominance of one party and take us back to the dark days of one party state. In any event stop all electoral and constitutional amendments until after the next elections. The fight begins now.
Indeed as our Chabinga PF ‘chairlady’ echoed in her opening prayer at the Radisson Blue presser ‘lesa umfweni ukulila kwa bana benu muno mu Zambia’. AMEN!
