The UPND in Luapula Province needs to rethink its strategy if it wants to win over the hearts and minds of the local people. Here, the chiefs hold significant influence, and the party needs to find a way to connect with them and their subjects.
It’s no secret that Edgar Lungu’s tactics in the past have been effective in winning over voters in the region. He’s been known to dish out money in areas like Kawambwa, and his tireless campaigning in all wards has paid off. The UPND needs to come up with a new approach to counter this.
One major issue the UPND faces is that many of its ministers don’t have a good relationship with key chiefs like Mwata Kazembe, Chief Munkanta, and Senior Chief Mushota. This lack of connection can make it difficult for the party to gain traction in the region. 
To succeed, the UPND needs to find a way to build bridges with the local chiefs and their communities. This might involve developing a more nuanced understanding of the local culture and politics, as well as finding ways to address the specific needs and concerns of the people in Luapula Province.
