Highlights from the Press Briefing addressed by the Energy Regulation Board(ERB) Director General, Eng. Elijah Sichone on the fuel situation in the country as at 15th November, 2024.

1.STOCK LEVELS

✅️The country had 29.8 million litres of diesel,which represents 7.05 days of average consumption at an average daily consumption of 4.23 million which had gone up from previous 3.6 million litres per day. Some sites on the Copperbelt have recorded heightened sales to 20,000L in a day from 5,000 L which has resulted in the stock outs being experienced.

✅️The country had 15.7 million litres of petrol,providing a stock cover of 9.65 days based on an average consumption of 1.63 million litres per day.

✅️Diesel imports into the country come by pipeline and road. On average, 68 % (2.8 million litres) of the National diesel requirement is pumped daily through the pipeline while the remainder is imported by road.

✅️Meanwhile, petrol is transported entirely by road and is susceptible to disruptions whenever there are logistical challenges in the countries where the product is imported from.

2. AVAILABILITY OF PETROLEUM PRODUCTS AT RETAIL SITES COUNTRYWIDE

Out of 610 operational sites monitored countrywide,501(82.1%) had both diesel and petrol, 79 (13%) were selling atleast one product while 30 (4.9 %) had no stock for both diesel and petrol.

3. INTERVENTIONS BEING PURSUED TO ENSURE STEADY FLOW OF PETROLEUM PRODUCTS.

The ERB issued a directive on 31st October 2024 to all pipeline bulk suppliers to prioritise Diesel sales through the pipeline to Oil Marketing Companies (OMCs) with retail sites. This is an ongoing effort to mitigate against fuel shortages and ensure stability of fuel supply at retail outlets countrywide.

90% of all the Diesel pumped through the pipeline has been reserved for both local retail market and will be given to OMCs based on their retail market share.

The ERB is also looking at interventions that will notify the public of sites that have product at any given time to avoid panic buying.

High level engagements with relevant Government entities are ongoing to ensure smooth flow of imports into the country.

The ERB continues to monitor the fuel supply situation in the country to ensure there is steady supply of petroleum products.

NOTE: The ERB is closely monitoring towns with fewer retail sites that have high product stock outs such as : Kawambwa,Luangwa, Zambezi, Sesheke, Serenje, Mpika, Mansa, Kitwe and Chingola.
